Buying reps in the Netherlands: customs, VAT and PostNL

How an import from China becomes a Dutch bill, who sends it, why the 2021 VAT change matters more than any threshold folklore, and what our record does not cover.

Nothing about ordering changes because you live in Nijmegen rather than Ohio. The seller is the same seller, the agent is the same agent, the QC photos look the same. What changes is the last two weeks of the journey, and that part is run by the Douane and by whoever is carrying the box.

This is a description of how that machinery is put together. It is not legal advice and it is not tax advice, and the numbers in it move — the only current version of any threshold is the one on the Belastingdienst and Douane websites on the day you read it.

The change that made every old guide wrong

Before July 2021 the EU let low-value consignments in without import VAT, and half the folklore in this hobby dates from then. That exemption is gone. Import VAT is now due on commercial goods from the first cent of value, at the Dutch rate, with no small-parcel free pass underneath it.

So the useful mental model is not "will I get charged" as a coin flip decided by value. It is: VAT is owed on essentially everything, and what varies is whether anyone gets round to collecting it on your particular box.

Who actually sends the bill

Almost never the Douane directly. In practice the carrier clears the parcel as your representative and then presents you with the total before it will hand the box over. For post that is PostNL; for express it is whichever courier the agent used.

That bill has two parts and people conflate them constantly. One part is the tax the state is owed. The other is the carrier's own clearance or handling fee for having done the paperwork, which is theirs, is charged per parcel regardless of how small the tax is, and differs between carriers. A large haul in one box pays that fee once. Four small parcels pay it four times, which is the quiet argument for consolidation that has nothing to do with shipping weight.

Lines, and why we will not list them

Every agent offers a menu of lines to the Netherlands with different speeds, different weight rules, different sensitivities about batteries and branding, and different behaviour at clearance. Those menus change constantly — lines are suspended, renamed, repriced and reinstated without announcement, and a list published today is wrong within months.

So the honest instruction is procedural rather than nominal. Before you pay for shipping, ask your agent in writing which lines currently serve NL, whether the quoted price is tax-paid or tax-unpaid, and what they do if the parcel is charged or held. The declared value question

You will be told, repeatedly, that a low declared value solves this. Understand precisely what is being described: the declaration is a statement made to a state authority about goods entering the country, and someone is making it in your name.

We are not going to tell you what to put on it, and we are not going to pretend the practice does not exist. What we will say is that it is a different category of decision from choosing a shipping line, that the consequences of it are governed by Dutch and EU law rather than by an agent's checkbox, and that nobody on a rep forum is qualified to price that risk for you.

Separately: replicas are trademark-infringing goods, and EU customs handle that under a regime that has nothing to do with VAT or duty. A parcel can clear on value and still be stopped on brand.
