Every other country guide on this site starts at the border, because that is where the interesting thing happens. India is the exception. Most orders placed from here fail weeks before customs is involved, and a buyer who plans for the border and not the payment is preparing for the wrong problem.
What follows describes the mechanisms in the order you meet them, and quotes no rates, no thresholds and no fee amounts. The reason is at the end.
The first thing that fails is the card
Cross-border payments by Indian residents sit inside a regulatory framework that card issuers and processors implement in their own conservative ways. The effect is a wall of declines: cards rejected at a Chinese agent's checkout with no explanation, wallets that will not top up, processors that accept a test amount and refuse the real one, and gateways that work for one agent and not the next.
None of that is debuggable from the error message. It is the intersection of your issuer's rules, the processor's risk appetite, and the merchant category the agent's payment page presents itself as. The corollary matters more than the inconvenience. Do not solve a declined card by sending money to a stranger through an irreversible channel because they offered to place the order for you. That is the shape of the loss described in scammed buying reps, and it has no recovery step.
Your courier asks who you are before it clears anything
If a parcel exists, the next Indian specific arrives quickly. Consignments cleared through the courier route require the consignee to be identified, and the courier will ask for identity documentation before it files anything.
This is routine, and the commonest reason an Indian parcel appears to stall for nothing: the consignment waits for a document, and the tracking does not say so. The gift route in older threads has been narrowed
A lot of Indian rep advice still in circulation recommends having the sender mark the parcel as a gift, on the strength of a relief older guides describe in detail. That route has been substantially narrowed, with a very short list of exceptions left, so any guide written before the change describes a system that no longer operates.
It is not advice we would give in any case. What a sender writes on a declaration is a matter between them, the authorities and a lawyer, not a shipping tip.
What actually stacks on the bill
An Indian import charge is not one figure. Basic customs duty is assessed by tariff classification. An integrated goods and services tax applies on the import as well. A surcharge sits on top of the duty. And the courier adds its own charge for clearing the consignment and advancing the money — a commercial price, not a state levy.
Four components, four reasons for existing, and only the last is negotiable. The base is built from the goods plus the international freight, which is why an estimate that only counted the items comes in low.
Two points people learn expensively: a consignment held pending documents can accrue storage charges, so an ignored email becomes a bill, and an unclaimed consignment does not wait indefinitely.
Recorded trade marks, and the track beside all of this
These are replicas. India operates a system under which rights holders record their trade marks with customs, and recorded marks give the border a basis to interdict consignments suspected of infringing them. That is separate from valuation and payment: a parcel can be correctly declared, correctly valued and fully payable, and still be stopped on the brand.
No shipping line prevents this and no declared value prevents it. The only posture that survives it is ordering at a value you would accept losing outright. What happens if your parcel is seized sets out how a seizure differs from a delay and from a charge.
We are not going to tell you what to put on a declaration, how to answer a notice, or what your position is under Indian law. Those are lawyer questions.
The freight quote is where the money really goes
Set the border aside. For most buyers the largest avoidable loss is the shipping quote, priced by a party with an interest in the number:

No authority was involved; it is a seller's own quote, several times the advertised figure, on a route the buyer could not price independently. Nothing, and saying so beats inventing an Indian anecdote.
The evidence behind the seller pages is 237 quoted comments about 124 sellers, drawn from 64 subreddits. Several are national communities — French, Italian, Portuguese, Swedish, Mexican, Filipino, Basque — and no Indian one appears. Not one quoted comment describes an Indian clearance, an identity request, a duty assessment or a detention.
There is no charge rate and no inspection rate for India, because nobody holds the denominator. No agent's handling of an Indian payment failure has been tested here either, so none is named as better at it.
