The line on your parcel that decides most of what happens next is not the declared value. It is the city.
The Emirates run customs as a federation: policy and the tariff sit above the individual emirates, but the administration that physically handles your consignment, issues its notices and takes its fees is the one for the emirate the parcel lands in. Dubai's is not Abu Dhabi's, and neither is Sharjah's. A procedure a friend describes from one emirate may not be the procedure you meet in another, and both people are telling the truth.
This page describes the mechanism. It carries no rates, no thresholds and no fee amounts, for the reason given at the end.
Three layers, and people argue about the wrong one
The tariff is regional. The Emirates apply the Gulf Cooperation Council common customs framework, so the duty question on a garment or a pair of shoes is answered by a schedule shared across member states rather than by a national list written in Abu Dhabi.
The tax is federal. Value added tax is a federal charge that reaches imported goods as well as domestic sales, and it is administered nationally, separately from the duty question.
The counter is local. Whichever emirate's customs administration clears the consignment operates the system you actually touch — the portal, the reference number, the notification, the release. Its handling charges are its own.
Most confusion in forum threads comes from collapsing those three into one number and then arguing about it. They have different legal bases, different administrators and different reasons for existing, which is also why the total on a clearance invoice rarely matches anyone's estimate.
Free zones are not a loophole you have access to
The Emirates are full of free zones, and this is the single most misapplied fact in advice written for buyers here. Goods sitting in a free zone are outside the ordinary customs territory for duty purposes. Goods being delivered to a residential address in the country are not.
When a consignment leaves a free-zone facility for the local market, it is entering the country, and it is treated accordingly. That a courier's hub or a fulfilment warehouse sits in a free zone changes the logistics, not your position as the importer of the box in your hallway.
The same goes for transiting through a Gulf hub. A parcel routed through Dubai on its way somewhere else is in a different situation from a parcel addressed to Dubai, and a shipping line's marketing does not merge them.
The brand question here is not confined to the border
These are replicas, and the Emirates are unusual in how visible that question is away from the airport. Dealing in counterfeit goods is a live enforcement priority for the economic-development departments as well as for customs, and the border procedure for goods suspected of infringing a registered trade mark exists here as it does elsewhere: detention, notification of the rights holder, and a disposal process that ends with the goods not arriving.
No shipping line prevents that and no declared value prevents it. The only workable posture is to order at a value you would accept losing outright, because that is the real downside case. What happens if your parcel is seized sets out how a seizure differs from a delay and from a charge, and is candid about how little first-hand experience anyone here has of one.
We will not tell you what to write on a declaration, how to answer a letter from an authority, or what your position is under local law. That is a lawyer's question. It is a more serious one in this jurisdiction than in several others on this site, and treating it as a shipping tip would be a disservice.
Sometimes the refusal comes long before customs
There is a checkpoint upstream of every border question, and it belongs to your agent. Shopping agents screen what they are willing to purchase and forward, and that screen is applied at their warehouse, not at yours:

That comment and its thread sit on the Mook Official evidence page. The buyer's order never became a parcel at all, which means no customs question was ever reached. Agents differ in what they will handle and change their policies without announcement, which is one of the things how to choose a shopping agent covers, and it is worth establishing before you pay rather than afterwards.

The evidence behind the seller pages is 237 quoted comments about 124 sellers, drawn from 64 subreddits. Those subreddits include several national and regional rep communities — French, Italian, Portuguese, Swedish, Mexican, Filipino, Basque — and no Emirati or wider Gulf one appears anywhere in the set. Not one quoted comment describes a clearance here, an emirate portal notification, a VAT assessment on an import or a detention.
There is also no charge rate, no inspection rate and no seizure rate for this country. Nobody holds the denominator, so the confident percentages in haul threads were invented by whoever typed them.
