Most country guides start at the border. The Turkish one has to start earlier, with a piece of paperwork you will never see and never sign: a customs declaration submitted in your name by a company you did not choose and have no contract with.
That is not a scandal. It is how express and postal consignments are normally cleared here, and it explains almost every confusing thing that happens to a parcel from a Chinese shopping agent. What follows is the mechanism only: no rates, no thresholds, no fee amounts, for the reason set out at the end.
Indirect representation, in plain terms
When a fast-cargo or postal operator clears an incoming consignment, it acts as the recipient's representative for the purpose of that declaration. The operator files, the operator pays, the operator bills you afterwards.
The consequence people miss is that the contents of that declaration are treated as yours. A description written by a warehouse clerk in Guangzhou, a value copied off an invoice, a tariff heading picked by whoever keyed it in — you inherit all of it. If a garment is described as something it is not, the correction is a customs matter with your name on it, not a complaint against the courier.
It is also why the "declare it low" advice traded in forums is worse counsel here. You are not making the statement, but it is attributed to you.
Your ID number travels with the box
The second Turkish specific: identification. A declaration for a personal import needs the recipient identified to the authorities, which in practice means a national identity number, or the equivalent identifier for a foreign national living here.
A shipment sent without it stops and waits for you to supply it, usually through the operator's own portal, and that wait produces no tracking event at all — the parcel simply sits. "Personal" is a status you can shop your way out of
Simplified handling for personal-scale consignments exists precisely because assessing every hoodie under the full tariff schedule would be absurd. Its edges are about scale rather than intent.
Consignment value is one edge: beyond a ceiling the simplified route closes and an ordinary declaration is required, which means a broker, more paperwork and a slower clearance. Quantity and repetition are the other. Multiples of the same item, or a pattern of frequent shipments, is what stops an import reading as personal use, whatever the buyer meant by it.
That cuts against the standard advice to consolidate everything into one enormous box. How to build a rep haul treats the trade-off honestly — bigger boxes spread the fixed costs but concentrate the value, and here they can also change which regime the parcel falls under.
The number the tax lands on is not the number you paid
Customs value is generally built from the goods plus the international freight rather than the price of the goods alone, and it is expressed in lira at an official rate applied on the day the declaration is made.
Freight from China is a large share of what a rep haul costs, so an estimate copied from a thread that only counted the items will be low. And because the conversion happens on a date you do not control, the figure you calculated when you paid the agent is not the figure the declaration will use.
The trade-mark track runs separately from all of it
These are replicas. Border enforcement against goods suspected of infringing a registered trade mark is a different procedure from assessment and payment, and a parcel can be correctly valued, correctly declared and fully paid and still be stopped on that basis.
No shipping line prevents this and no declared value prevents it. The only posture that survives it is ordering at a value you would accept losing outright. What happens if your parcel is seized sets out how a seizure differs from a delay and from a charge.
We are not going to tell you what to put on a declaration or how to answer a letter from an authority. That is a lawyer's question, not one for a site that indexes Reddit comments.
Most of the waiting is not Turkish
Before blaming the border, check the calendar against when the parcel actually existed. The longest silences in this hobby happen before anything ships, while a seller restocks an item they never had:

What our record holds about Turkey
Nothing, and saying so is more useful than inventing a Turkish anecdote.
The evidence behind the seller pages is 237 quoted comments about 124 sellers, drawn from 64 subreddits. Several of those are national communities — French, Italian, Portuguese, Mexican, Filipino, Basque, Swedish — and no Turkish one appears among them. Not one quoted comment in the corpus describes a Turkish declaration, an operator's clearance invoice, an ID request or a detention notice.
Nor does anyone hold a charge rate or an inspection rate here; the percentages in haul threads were produced by whoever typed them. No agent's handling of a Turkish clearance problem has been tested by this site either, which is why nothing here ranks anyone on it. The methodology page explains why that restraint is the product.
