There is a moment in a Finnish import that does not exist in most of the guides written for other countries: the moment where the paperwork becomes your job.
Elsewhere in Europe the standard experience is that a carrier clears the parcel silently, adds its own fee, and presents you with a total. In Finland it is entirely normal for the recipient to receive an arrival notice and then file the customs declaration themselves, in Finnish Customs' own online service, before the goods are released. That one difference reorganises everything else on this page.
What follows is mechanism. It contains no rates, no thresholds and no fee amounts, for the reason given at the end.
The Finnish part
Tulli expects a declaration, and you may be the one making it
Goods arriving from outside the EU need a customs declaration. When a postal item reaches Finland you generally get an arrival notification carrying an identifier, and from there you either declare it yourself using that identifier or you let the carrier do it for you.
Both routes are ordinary. The difference is who does the typing and who charges for it. A carrier that declares on your behalf charges a service fee for it; declaring yourself avoids that particular fee but not the taxes, and it puts the accuracy of the declaration in your hands rather than someone else's.
What a declaration needs, and why you should collect it early
The service will ask what the goods are, what they are worth, and what the transport cost. That means it will ask for evidence you may not have kept: the agent's invoice, the order confirmation, the payment record, the shipping charge as actually billed.
Save all of it at the moment it is generated. A buyer who cannot evidence what they paid is inviting somebody else to decide what the goods are worth, and that decision will not be generous.
Åland is a genuine local complication
The Åland Islands sit outside the EU VAT area even though they are part of Finland. There is a tax border between Åland and the mainland, and consignments crossing it are handled accordingly. If you are ordering to Åland, none of the mainland shorthand you read in Finnish threads is reliably about your parcel.
The part that is not Finnish at all
Most of what determines the size of the bill is set at EU level and is identical in Helsinki, Copenhagen and Lisbon.
- Import VAT applies from the first cent. The EU removed its low-value consignment exemption in July 2021. Advice that assumes small parcels come in tax-free is describing a rule that no longer exists.
- Duty is a separate charge with its own trigger, applied by commodity code above the EU's low-value duty relief line. Apparel and footwear are not lightly rated.
- The taxable base includes transport. It is built from the customs value plus shipping and any duty, not from the item price alone.
That third point has a consequence Finnish buyers underrate: an inflated shipping quote is not just an inflated shipping quote. It raises the base on which everything else is calculated. Quotes for the same route vary wildly and are worth checking rather than accepting, which is what one buyer found when a seller's published price and his actual quote diverged:

It is one person's account of one quote and it settles nothing about that seller — but it is a good reason to ask what a shipping figure is before you agree to it. Lines, and why no list appears here
Agents offer a rotating menu of lines into Finland with different speeds, weight rules and clearance behaviour. Those menus are suspended, renamed and repriced without announcement, so a published list of line names and transit times is misleading within months and actively harmful within a year.
The durable version is a question rather than a name. Before you pay for international shipping, ask your agent in writing which lines currently serve FI, whether the quote is tax-paid or tax-unpaid, and what happens if the parcel is charged or held. Keep the reply.
Replicas are handled on a different track
Say it plainly: these are replica goods. Customs authorities in the EU deal with suspected trademark infringement under a regime that has nothing to do with VAT or duty, which means a parcel can be entirely correct on value and still be stopped on brand.
No shipping line prevents that and no declared value prevents it. Buy at a level you would accept losing outright. What happens if a parcel is seized explains how to distinguish a delay from a charge from a detention, and is candid about how few first-hand accounts exist.
We will not tell you what to write on a declaration or how to respond to a letter about one. That is a lawyer's question.
What Finnish buyers in our corpus say
Nothing at all. The corpus behind this site is 237 quoted comments across 124 sellers from sixteen subreddits, and not one of them is written from Finland. The only country-specific community in the set is r/stockholmreps, whose fifteen comments are about knitwear, sizing and sellers rather than about any border.
That gap is structural rather than reassuring. People post hauls when parcels arrive, so a record built from haul threads under-counts every outcome where nothing arrived. Read the seller pages for what the record does hold, and treat the silence here as a hole in it.
