Buying reps in South Korea: the code that comes before anything

A Korean parcel needs a personal clearance code before it can move, and splitting an order to duck the line does not work here. The mechanism, and our blank record.

Every other country page on this site starts with tax. Korea starts with an identifier, because a parcel addressed to you here does not get assessed, charged or released until a personal customs clearance code has been attached to it. Buyers who skip that step do not get a bill. They get a parcel that stops.

The mechanism below carries no rates, no thresholds and no fees. Those are set by government and revised, and the current version of every one of them lives with the Korea Customs Service. None of this is legal or tax advice.

Step zero: the personal clearance code

Individuals importing goods bought overseas are issued a personal clearance unique code by Customs, and it is used in place of a resident registration number on import declarations. It is obtained from the Customs Service directly, it costs nothing, and it belongs to you rather than to any agent or forwarder.

Three things follow that are worth knowing before your first order.

None of that is specific to replicas. It is simply the door, and a large share of "my agent lost my parcel" panic in Korean threads resolves to a code that was never handed over.

Two clearance paths, and what pushes you onto the harder one

Below a value line, goods for personal use can go through a simplified list-based clearance: the carrier's manifest is the declaration, and the shipment is released without duty or VAT being assessed. Above it, an ordinary import declaration is lodged and duty plus VAT are worked out and collected before release.

The simplified path also excludes categories outright, regardless of value — several are health and food related, and goods suspected of infringing intellectual property are outside it as well. An excluded item does not merely lose the relief; it leaves the fast lane entirely.

Splitting an order does not work here

The obvious workaround — order three small parcels instead of one large one — is the one Korea specifically addresses. Multiple consignments arriving on the same day from the same sender to the same recipient can be assessed together rather than separately, which is what the rule is there for.

That does not reverse the ordinary advice about consolidation, and it is worth being clear about the difference. We are not going to advise you on how to declare anything, in either direction; the point is only that the arithmetic people assume is not the arithmetic in force.

Who assembles the bill

You rarely deal with Customs directly. On the general path a licensed customs broker lodges the declaration, usually arranged by the courier or the forwarder, and the invoice you receive stacks two unrelated things: duty and VAT owed to the state, and a commercial clearance charge for the work of getting it through.

The second part attaches per consignment whatever the tax comes to, which is exactly why it stings most on the small parcel somebody sent separately because waiting was annoying.

Ask your agent, in writing, before you pay for freight: which line serves Korea today, is the code being transmitted with the shipment, and who lodges the declaration if the consignment crosses the value line. The brand track runs alongside all of it

These are replicas. Goods judged to infringe a trademark are handled under border-enforcement rules that have nothing to do with the value line, the clearance path or the code, which means a parcel can be flawless on all three and still be stopped on the brand.

No shipping line prevents that and no declared value prevents it. Order at a value you would accept losing outright, because that is the real downside case. Nothing, and the honest move is to say so.

An absence of Korean complaints in a corpus about clothing is not evidence that importing here is smooth. It is evidence that people were talking about clothing.

Start where the money actually goes
