Two things make Brazil unlike every other market on this site. The first is that a parcel here is taxed by two different levels of government, on separate legal bases, and both want settling before it is handed over. The second is that the tax is calculated on a figure larger than the price of the goods.
Neither is exotic once laid out, and both are invisible in advice written for buyers elsewhere — which is most of the advice a Brazilian buyer will find.
This page carries no rates, no ceilings and no fee amounts. They change, they are contested, and the current version of all of them belongs to the Receita Federal rather than to a rep site. None of it is legal or tax advice.
The base is bigger than the price
Start here, because everything else is downstream of it. The value an import charge is calculated on is not what you paid the seller. It is the goods plus the international freight, and where insurance was bought, that too.
Freight from China is a substantial share of a rep haul's total cost, so putting it inside the taxable base changes the arithmetic enough that any estimate copied from a European thread will be low. It is also why a heavy consignment is punished twice: once by the freight quote, once by the tax calculated on it.
Two charges, two governments
The federal import tax. Postal and courier consignments up to a value ceiling go through a simplified taxation regime: rather than classifying every item under the full tariff, one flat federal rate is applied to the whole consignment. Above the ceiling the simplified regime stops and an ordinary import declaration is required, which is slower.
State ICMS. Your state levies its own tax on the import, separately from the federal charge, and under a national arrangement it is collected before delivery in the same flow. It is not an add-on invented by the carrier and it is not negotiable at the door.
To that the carrier adds its own charge for handling clearance and fronting the money. Three lines, three different reasons for existing, and confusing them is how somebody concludes they were charged twice for one thing.
Whether tax was collected at checkout depends on who sold to you
Brazil built a compliance route in which e-commerce platforms and carriers certify themselves with the Receita Federal, transmit shipment data before the goods arrive, and collect tax at the point of sale. Certified shipments are identified on arrival and move through a faster lane; everything else is taxed on arrival in the ordinary way.
A Chinese shopping agent is not the kind of business that typically appears in that programme, and you should not assume yours does. Ask, in writing, before you pay for freight: is Brazilian tax collected at your checkout, is the shipping quote inclusive of it, and what happens if the parcel is assessed on arrival anyway. Two practical requirements sit alongside that. The recipient's taxpayer number has to be on the shipment — without it, the parcel stops. And the address has to be one where somebody can act on a notification, because that is how the process reaches you.
The notification, the payment, and the wait
The ordinary sequence: the parcel lands, it is assessed, a notification appears in the carrier's portal, you pay online, delivery resumes. Administratively simple, and not fast — between "lands" and "assessed" sits a queue you can neither see nor influence.
Some consignments are also pulled for physical inspection, which adds a second wait with no tracking event to mark it. This is the origin of most "my parcel has been stuck for weeks" threads, and the honest answer to "how long" is a range rather than a number.
If you believe an assessment is wrong — wrong value read, wrong description entered — there is a formal route to ask for a review, and it runs on paperwork rather than messages. An unpaid parcel also does not wait indefinitely; after a period it is returned or treated as abandoned, so the invoice you are ignoring has a clock on it.

Forfeiture is not taxation
These are replicas, and the track for goods judged to infringe a trademark is separate from all of the above. Those goods are not assessed and released on payment; they are liable to be forfeited, and the process that follows is administrative rather than commercial.
No shipping line prevents that and no declared value prevents it. Order at a value you would accept losing outright, because that is the real downside case. The evidence behind the seller pages is 237 quoted comments about 124 sellers, drawn from 64 subreddits. Several are national communities — Portuguese, French, Italian, Mexican, Filipino, Basque, Swedish — and the Portuguese-language one in that list is Portugal's, not Brazil's. No quoted comment in the corpus describes a Receita Federal assessment, an ICMS charge, a portal notification or a forfeiture.
There is no charge rate and no inspection rate for Brazil either. Nobody holds the denominator, and the percentages traded in threads were produced by the person typing them.
